With reference to paragraph 2 of your Despatch

No. 339 of the 18th. November, 1911, I have the honour to state that the matter of the exclusion from the commuted leave scheme of those officers who are entitled while on leave to an exchange rate of 4/- the dollar has engaged my attention. It seems to me that it would be quite proper to admit such officers to the benefits of the scheme provided that they agree to accept an exchange rate of 3/- during the period of commuted leave.

I have therefore to suggest that these officers may be included on the above condition.
